Miami-Dade and Broward County sit inside the High Velocity Hurricane Zone, the strictest roofing code in the United States. Every product must hold a Miami-Dade Notice of Acceptance. Fastening schedules are denser, underlayment must be self-adhered, and inspection requirements are heavier. That alone typically adds 5 to 12 percent over the identical assembly installed in Palm Beach County, and considerably more over the same roof in Georgia.
On top of that, South Florida is a tile market. Tile costs two to three times what shingle costs and carries labor intensity that shingle does not, and a large share of the housing stock is tile with underlayment now well past 20 years. The seven factors that move your roof quote
Roof area and pitch. Priced per square foot of roof surface, not living area. Steeper pitch adds labor, safety equipment and time, and a 6:12 or steeper roof typically carries a 10 to 25 percent premium over low slope.
Material and system. The single largest variable. Clay tile and standing seam metal can cost three times what architectural shingle costs on the same roof. Underlayment grade matters too, and cheap underlayment under expensive tile is the most expensive false economy in Florida roofing.
Tear-off layers and deck condition. One layer is standard. Two layers, or tile over an old built-up roof, adds disposal weight and labor. Rotten decking is discovered after tear-off, so insist the sheet rate is stated in your contract up front. Expect $75 to $140 per sheet.
Which county you are in. Miami-Dade and Broward County are inside the High Velocity Hurricane Zone and require Miami-Dade NOA approved products, denser fastening and self-adhered underlayment. The same roof in Palm Beach County typically prices 5 to 12 percent lower.
Roof complexity. Every valley, hip, dormer, skylight, chimney, roof-to-wall termination, plumbing vent and HVAC penetration is a detail that must be flashed by hand. A simple gable roof and a cut-up hip roof of identical area can differ by 20 percent.
Access and height. Two-story, tight lot lines, gated communities with delivery restrictions, or anywhere a crane or conveyor is needed instead of a ladder and a dumpster in the driveway. Tile in particular is heavy and access-sensitive.
Code upgrades triggered by the work. Deck renailing to current fastening schedule, a secondary water barrier, and drip edge and flashing upgrades are frequently required on a replacement. And if more than 25 percent of a roof section is replaced within 12 months, that whole section normally has to meet current code, though homes built to the 2007 Florida Building Code or later have relief.

How much down payment for roofing, and how do you pay for it?
Deposits first. Most South Florida roofers ask for 10 to 30 percent at contract signing, covering materials and permit. Florida law puts a real check on this: under Florida Statute 489.126, a contractor taking more than 10 percent of the contract price as a deposit must apply for permits within 30 days and start work within 90 days. Now the payment routes:
Insurance. If a covered peril such as wind or storm caused the damage, the carrier funds the replacement less your deductible. Age and wear are not covered perils. See our roof insurance claim page for what is and is not claimable.
Contractor financing. Fixed monthly payments through a home improvement lender, often with a promotional interest-free period. Approval is usually same-day and does not require equity in the home.
Home equity loan or HELOC. Normally the cheapest money if you have equity, at the cost of a longer application and putting the house behind the debt.
Property Assessed Clean Energy (PACE). Available in parts of Florida for wind-resistance and energy improvements, repaid through your property tax bill. Long terms and no credit-score gate, but it attaches to the property, can complicate a sale or refinance, and rates are often higher than a straightforward loan. Read the terms properly.
Phased repair instead of replacement. Where only part of the roof has failed, replacing that section now and budgeting the rest is legitimate and often the right call. Watch the 25 percent code rule.

Compare scope, not headline price
Two quotes $9,000 apart usually differ on underlayment grade, deck renailing, permit inclusion and whether tile is reused. Get all three quotes onto the same scope before you compare a single number.
Get the deck rate in writing before work starts
Nobody can see your decking until tear-off. The honest way to handle that is a stated per-sheet rate in the contract. A quote that is silent on decking is a quote with an open-ended hole in it.
Check the permit is included
Roof replacement requires a permit and a passed final inspection everywhere in Broward, Miami-Dade and Palm Beach County. An unpermitted roof causes real problems at resale and can undermine an insurance claim.
Free roof offers are illegal in Florida
Florida Statute 489.147 prohibits a contractor from paying, waiving or rebating your insurance deductible. Any contractor offering that is telling you they break the law, and the exposure is not only theirs.
