How do I verify a Florida roofing contractor's license?

  1. Go to the Florida Department of Business and Professional Regulation license search at MyFloridaLicense.com and search by license number or business name.

  2. Check the license status reads active, and check the expiry date. Florida roofing licenses renew on a fixed cycle and an expired license is not a license.

  3. Check the prefix. CCC is a Certified Roofing Contractor and can work anywhere in Florida. RC is a Registered Roofing Contractor and can only work in the specific local jurisdictions where that registration is held. A general contractor license, prefix CGC or CBC, permits roofing as part of a wider project but is not a roofing license.

  4. Check the license is held by the company quoting you, not by an individual loosely attached to it. Qualifying a company you have no real relationship with is a common and serious violation.

  5. Ask for a certificate of insurance issued directly by the insurer or agent, naming you as certificate holder. A photograph of a certificate emailed by the salesperson is not verification.

What insurance should a roofing contractor carry?

Two policies, and they protect against completely different things:

  • General liability — covers damage the contractor causes to your property. A dropped bundle of tile through a skylight, water intrusion from an inadequate dry-in, a damaged pool cage. Without it, you are suing a company that may have no assets.

  • Workers' compensation — covers injury to the crew. This is the one that matters most to you and the one most often missing. Roofing is among the most dangerous trades in the United States, and if an uninsured roofer is injured on your property, the claim can end up against your homeowner or commercial policy.

Ask for both certificates, naming you or your association as certificate holder, issued directly by the agent. Check the policy dates cover your project window, not just today. Be especially careful of a workers' compensation exemption certificate, which is a document saying the contractor is not covered rather than a document saying they are.

Our warranty terms in writing

Roofing warranties come in two layers and it is worth knowing which one you are being sold:

  • Workmanship warranty — ours, covering installation defect. Roofing Network provides a written workmanship warranty on both replacements and repairs. A workmanship warranty is only worth as much as the company standing behind it, which is why the license and the trading history matter.

  • Manufacturer material or system warranty — from the material manufacturer, covering product failure. Terms vary by system and manufacturer. System warranties, which cover the whole assembly rather than just the shingle or membrane, usually require a certified installer and a specified assembly, and are the ones genuinely worth having.

Red flags before you sign anything

  • An offer to pay, waive or cover your insurance deductible. Prohibited by Florida Statute 489.147. A contractor offering this is telling you they break the law.

  • A large cash deposit demanded on the spot. Under Florida Statute 489.126, a contractor taking more than 10 percent must apply for permits within 30 days and start work within 90 days.

  • No permit, or a suggestion you pull it yourself as an owner-builder. This shifts liability to you and is a standard way of working around a license problem.

  • Door-knocking immediately after a storm with a contract ready to sign. Florida restricts post-storm solicitation practices for good reason.

  • A quote with no scope. If it does not name the underlayment, the fastening, the deck rate and the permit, it is not comparable to anything.

  • Out-of-state plates and no local address. A warranty is worthless if the company has left the state by the time you need it.

  • Pressure to sign today for a discount. Roofs are not sold in one visit by companies that intend to be here in ten years.

What being licensed and insured actually gets you

A permit, and a passed final inspection

Only a licensed contractor can pull a roofing permit in Broward, Miami-Dade or Palm Beach County. The permit brings an independent building inspector onto your roof, and their sign-off is the record you will need at resale.

A warranty from a company that still exists

A workmanship warranty is a promise from a business. A licensed Florida contractor with a permanent local address is a business that can be found, held to it, and reported to the DBPR if it is not.

Recourse if something goes wrong

Florida operates a Homeowners' Construction Recovery Fund for losses caused by certain acts of licensed contractors. It applies only to licensed contractors. Hire unlicensed and that route does not exist for you.

Carriers increasingly ask for permit records and roof documentation before binding a policy, and buyers' attorneys ask at closing. An unpermitted roof installed by an unlicensed crew is a problem you inherit twice.
